I recently got a SCART to HDMI converter so I can stream my gaming easily without having to rig up some shitty composite or s-video hackery but the main point of it all is to be able to use the output of my PVM. I made up a cable quickly for BNC to SCART and the device wouldn't recognize the RGB signal and I realized that I don't have a source for the +5V blanking signal for SCART detection like on a real TV so I was wondering what are my options here to source it?

You usually don't need the 5V on Pin8, but only the 3V on Pin16. This can easily be accomplished with two AAA batteries.
