Scart Sync

I am looking about and trying to figure out an issue and I am measuring voltage of pins to see what signal I am getting somewhat, is it pin 20 that is sync/composite video in scart and 18 that is ground then or 17?

17 is video ground. 18 is ground for the blanking voltage (pin 16). But most scart cables use a single ground connection which is just connected from one ground pin to the next.
