Are PAL games for the Saturn identical across all major language regions (e.g. German, French, English), or are they specific to that region? For example, does a French PAL game contain an option for English language (like the Saturn start-up screen) or is coded specifically for French?

Most PAL releases have multiple languages in the manual and on the case, with the game either in English (if the text is mostly just option screens) or with multiple language options in-game.
I was sent a French Resident Evil 2 for the DC by mistake, the manual and case was entirely in French but the game had French and English options for language. So you might find games which have a foreign language on the case/manual but still have English as a selectable language in-game.
