Hello everyone,
I've been lurking here & other forums for a little while now, & over the past 3 months I've been reading up on building my own Supergun to play a few JAMMA boards on my PVM-D20L5A.
I've wired it to an ATX PSU with no issues, & I've had some custom controller housing built by a friend who does perspex screening & I've wired all that all up to a D-SUB 15 connector again with no trouble, but I'm having trouble with getting it to output video.
I won't bother detailing the setup, as I have most of it explained in a video I've uploaded here: http://www.youtube.com/watch?v=J7kgMX1zFWk
The SCART socket is wired as follows:
Red w/ 150ohm resistor - 15
Green w/ 150ohm resistor - 19
Blue w/ 150ohm resistor - 20
+5v w/ 100ohm resistor - 16
+12v - 11
Sync w/ 150ohm resistor - 9
Grounds - 18, 17, 13, 8

Another thing to note would be that I have had the sync hooked up to both pin 9 & 10 with the same results.
Anyway, that's what's going on with the Supergun at the moment. I look forward to your replies & thank you very much for reading.
EDIT: So I've cracked open the SCART end of my Dreamcast cable & verified that it is indeed EuroSCART running through that cable, which works 100% fine on the PVM. I'm gonna try rewiring it to EuroSCART again & seeing if it works.
EDIT: Wiring it back to EuroSCART gives me no picture or signal at all.
EDIT: I put some 220uf caps on the R, G & B lines. Still no signal.

You may find variable resistors better if you need to change levels, or if your setup proves picky.

Yep, that'd be the EuroSCART standard that it was wired to originally, before I switched it over to JP21 SCART. It still gives me no signal at all. Here's a picture of the current wiring in case I'm insane: http://puu.sh/6MGaj/f8cbc18af3.JPG
As you can see red, green & blue are each wired to their corresponding pins.
EDIT: OK, problem solved. The cable was wired for JP21, I cracked it open & rewired it to EuroSCART, & now everything is golden.
