15khz not syncing properly to arcade CRT

OK, so I picked up two monitors at a recent auction, one being a beautiful brand new Kortek KT-2919F pure flat monitor. All 31khz sources I've tested sync fine, and Dreamcast 15khz syncs fine too. 800x600 also works great. However, if I hook up certain low res sources like a PS2 or a Genesis to the monitor (using one of these scart breakout boards), this happens:

The monitor OSD says it's "16.3khz" for some reason. I also have a Mitsubishi AM-2752A RGB monitor and the systems both sync fine there. Any ideas on how I can get this to work?

My guess would be that the LM1881 or whatever sync splitter that's on the PCB is causing the sync issues.
Also on the monitor side, are there separate connections for H, V, and C sync?

There are two headers for input on the monitor, one is a VGA connector (which I'm using) and one just has bare wires for RGBHV ground coming off it. I'll give that bare wire connection a try later to see if it makes a difference.

Have you tried adjusting the H-Hold?

There are only 3 pots on the monitor, none of which do anything. Everything else is digital and I can't find hold anywhere. Besides, the picture isn't rolling.

If the h - hold isn't right, the picture won't necessarily roll. It will often completely distort the screen horizontally or pull the top of the screen to the side. I would try to find it and adjust it.

That's true, it wouldn't hurt to try it.

On my PVM, there's an adjustment called "horizontal sync" in the service menu,
if this value is out of range then I get distortion similar to what you're seeing,
and the picture does not roll.
