If you want to reduce input lag, your best bet is either a CRT arcade monitor and GroovyMAME with framedelay 9 or buying one of the newly released G-Sync monitors and playing without vsync (without tearing).
All those "reduced lag" hack emulators are a mess. They're not worth it when Calamity basically proved that GroovyMAME with framedelay reduces the lag just as much without breaking emulation.
G-Sync monitors, though, should technically have almost no lag, though, because you don't have to turn on vsync there, and based on tests that have been done with MAME, there's pretty much no input lag with MAME with vsync off.

I'm not tech-savvy enough to know exactly what this means, but it certainly sounds pretty ghetto.Cave often programmed the u2 roms onto defective flash chips, programming around the bad blocks. As a result these are highly suseptible to failure, blocks around the known bad blocks appear to decay at an alarming rate in some cases, and in others data has clearly been programmed over blocks that were already going bad.

It is ghetto. It seems like pretty much every decision made for that platform was driven by reducing costs. For 2004 hardware, it's incredibly underpowered and resolution starved. They cut so many corners on the flash chips that the audio quality had to be butchered. It's why the music in those games sounds like a 96kpbs MP3. The music quality is vastly superior in the Xbox 360 ports. To be fair, though, by 2004, the market for shooters like this was pretty limited, so you can't blame them.
