Problem with NEC XM2950

I scored a couple of NEC XM 2950 monitors and while one works fine I'm having a problem with the other. This is the picture I get through both the DSUB and the RGBHV inputs. Ignore the two black bands, those were added by the camera.








Composite and S-video are the same. Anyone have an idea?
