Development appears centered primarily in Russia. WinNT and not Win9x is mentioned explicitly but there may be some possibility of running 9x-era programs or earlier. Currently 64-bit Windows have 64-bit and 32-bit subsystems, which this project will have to provide support for; one wonders if a 16-bit subsystem (as from the Win95 and earlier eras) might be possible as well.

New...? This started in 1998. I'm not sure why I've been hearing so much about it lately, it still isn't in an usable state for end users.

It's still nowhere near good enough for any amount of regular use. At this moment, any Linux distro with Wine would work infinitely better, even if all you used it for was Windows programs.
If they ever get to a 0.4.x release, then things might be interesting. Right now, it's not in a great state.
