50/60hz why black bands?

Can someone explain me the reason behind "black bands"?

If I'm not wrong PAL is 50hz 576 interlaced lines and NTSC is 60hz 480 interlaced lines, right?

If I play a PAL game (let's say PAL-Sonic for the mega drive) on a PAL crt I get a full screen image running at 50hz which is 17% circa slower than the original NTSC 60hz.

If I play NTSC-Sonic on my modded mega drive at 50hz I get a "letterboxed" image, while if I change the switch to "60hz" I get a fullscreen image.

What I want to know is why NTSC-Sonic is letterboxed in 50hz, the technical reason I mean.

Because the game only displays 240 lines instead of 283 or whatever that PAL does. So how does it fill that extra space? Letterboxing.

Yeah NTSC is 480i 60hz 262 lines, while PAL is 576i 50hz 312 lines.

Obviously PAL has got more lines, so when i play a NTSC game at 50hz I get only 262 lines and the remaining 50 lines are left blank (black^^) so I get the letterboxing, so why just changing frequency to 60hz I magically get all 312 lines?

It's this I don't understand^^

Because at 60Hz it displays the same amount of lines as NTSC.
The line count is directly related to the VSync speed.
