Did this site totally rip off the shmup forum scheme?

This site uses the exavt same setup as the shmups forum. Are they allowed to do that or is this scheme something anyone can use?

Well they're both powered by phpBB message boards, so I think it's just a coincidence.

Yeah, look at the bottom of the page - the theme credit is always there. All we did was put the logo on.
