PAL-NTSC optimisation questions
One question to boot - does Guardian Heroes PAL in 50 Hz mode run at full speed on Saturn? I know it's fullscreen and I read it has less slowdown than the NTSC versions. The question is, whether or not the basic speed is correct in PAL.

It's been a while but I seem to recall that it is slower although the borders were almost omitted in the conversion to PAL. I had a switched Saturn back in the day and recall switching it to 60hz and noticing part of the screen disappearing and the speed improving.
The speed and screen were correct when I played an NTSCJ version.
As a rule back in those days, most games that were optimised had almost full screen but were 50hz in speed. Particularly on the N64.

Saturn games are an odd bunch. NiGHTS PAL, for example, is bordered, but doesn't seem deformed or slower to me (more like widescreen). Not that I made any back to back comparisons (it just doesn't give me the "underwater" impression fullscreen Tomb Raider does).
