Well, something like that - I have it on good authority that at least a couple forum members here have had PayPal investigating their accounts, and are being asked for things like:
Photo ID
Proof of Address (i.e. a bill)
Provide Proof Of SSN
Photo ID

Watch out with fake messages , they usually come from paypal.org not .com .

Wow, the English is so much better than in most phishing/ransomware attempts. I would probably be fooled by that if not for them asking for my password.

The only thing I *can't* do is top up my account from a bank. People can send me money, and I can send money. In their defense, the name on the account is my Moms, as she set it up for me in like 1999. :-/

Yeah, frauds are bad, but just so everyone knows, PayPal's asking for this at their own site. If they "request" this information, you'll know the next time you log in. It will be visible in the Resolution Center.
