Famicom trivia cards???

Anyone know what these are? As you can see, a buddy of mine ended up with a whole bunch of these but has no idea what they are or where they're from. They look like some sort of officially licenced trivia cards with areas to scratch off, but there's zero English on em and I've never seen their like before.

Any help would be appreciated! He'd like to know what they are and what they might be worth!
