difference between monitors and SDTV shmups

So I hate how smudged Ketsui, etc. look on the Plasma w/XBOX360 and I can no longer play the great PS2 shmups on HD.

I am trying to discern what is the best thing to get for picture quality. I would like a smaller TV(18-27ish) that I can turn TATE to play shmups more seriously. I hate sitting far away to play on the big HDs.

what's my best bet and what are the differences between using monitors and SDTV, assuming I am using the proper RGB or S-video

I am also interested to know what a 360 Cave game looks like on a VGA 4:3 setup (LCD) in TATE.
