That's like asking "what's best car?". You can't really answer questions like this without knowing some details.
What programming language do you use? What hardware/OS do you want the game to run on? Do you want something simple or complex but more poweful?

To every and all question like this, I'd have to say:
1: if you're lazy, Game Maker is awesome
2: if you're doing it the code it yourself way, use Box2d to handle collision, and work from there.

Construct is free and opensource (http://www.scirra.com/) and has a decent physics engine (think it uses box2d).
It doesn't use "code" it uses a simple to understand event system. It's a more visual way of coding, and can be used to achieve almost anything 2D.
