I am considering in getting a Taito Gnet motherboard and the vertical shooters in the system, and I've seen that only takes 1 year difference from Psyvariar Medium unit(1999) to Psyvariar Revision (2000).
What are the differences between the 2 games? Are them noticeable or it's just a simple update/revision?

Both are worth your money, but once you've tried Revision you won't want to play Medium anymore.
