Try pressing on all non-soldered IC's (the roms) and see if any of them are loose. Try again. If the problem persists, try poking the PCB gently while plugged in and see if you can locate any part of the board that "fixes" these issues.

Presumably it's an original board and looks like this:

You've done all the logical things, so I'd say it's highly likely that a chip has failed - might well be one of the graphics mask ROMs (one of the four socket black chips near the bottom of that picture) or may be a failed custom or TTL.
Just out of interest, does it go into self test mode if you flip the test switch inside the cab?

As you say, no DIP switch for test mode, that's why I wondered if the test switch in the cab (or the supergun) would ground pin 'S' on the JAMMA connector and send it into test mode. Sounds like it doesn't have a test mode though, no sign of it in MAME either.
Might be that your only option is to send it off to someone for repair - a few people here fix boards, including me.
