MAME's being broked...
Whenever I try to doubleclick/rightclick > Play Wotev/File > Wotev, nothing happens. Whatsoever. It always worked before, it just decided not to last time I set up my computer. I tried reinstalling it from the torrent, no dice. I'm on my phone and have no hard connection (fucking ridiculous prices: 60/month for a 2M connection? No fucking THANKS), so I can't just re-DL or get a different version of MAME. If my system specs matter, try xfire.com/profile/barranca or just xfire.com/barranca or perhaps xfire.com/profiles/barranca if neither of those two work. This is driving me batty, so if anyone can help it'd make me feel all funny inside. You might even get a-a-an Internet was sent to me by my staff.
MAME doesn't have any game called "Wotev" as of version 0.128, nor menus for that matter (are you talking about MAMEUI or some front end perhaps?), and this is not a MAME support forum, and we don't know what mistakes you made last time you set up your computer. 
The only generic advice I can give is that if the same "MAME" (whatever you are using) and the same collection of roms used to work, they are merely misconfigured (e.g. deleted or reverted to default ini files) or incorrectly installed (e.g. roms have moved to another drive letter) or maimed (e.g. an accident with a rom manager) or affected by system-wide diseases of your new PC (e.g. DLL hell with DirectX redistributables or .Net): reinstall "from the torrent" (a torrent of what?) carefully and review everything, then try asking specific questions.

alice is quite cheap and has no minimum contract length, so you can quit anytime. i'd recommend "alice fun", as its 20€/month the first year (30 after that, still perfectly reasonable) for 16m interweb and phone flat.

I guess you seem to know your shit, so what mistakes could be made plugging in my computer to the wall? I didn't put together a whole new computer or anything; it's the same way it was the last time I used it. I'm using Mame32UI. I'm aware this isn't a MAME support forum, but since it appears to be a pretty simple problem, and a lot of people here like to play shmups, and many people use MAME to play shmups, perhaps someone may have maaaybe encountered and solved this problem and could tell me how to do it? Do you tell people having trouble with their PS2 this isn't a PS2 support forum?

I've tried carefully reinstalling from the bittorrent I got MAME with (I'm not really sure what you were confused about?), and all the roms are in the right place, they all audit fine, they all refresh fine, they're all where they're supposed to be, it's just that if I try to start Guwange, for example (or anything; I've tried them all), nothing happens. If I get bored and mash Enter, the thing still won't boot a rom, but it'll stop recei

It'll stop receiving input for a little while (or it might just delay, I don't remember, I'm tired), and processor usage will go up to 100%. Everything else still works; Steam, Counter-Strike, CS:S, Blue Wish Resurrection, BWR+, ummm...Yeah. Nothing else I've found malfunctions.
And no, I don't live in Germany =P I'm in German IV in school this year, so I could probably find the bathroom, but if the interwebzin's that cheap, I wouldn't mind the 6 weeks of vacation ^_^

Did you uninstall everything before you reinstalled? You need to clear out all the configuration files at a minimum.
I sympathize with you; MAME Plus 127 fucked itself up on me a little while ago and I've not felt compelled to install 128 for whatever reason's holding me up (something about downloading it causing me trouble...I don't know).

Of course it was obvious to me that you were using MAMEUI or a variant, and that "Wotev" was metasyntactic slang and not a game; the point is that if you want help with computer problems you need to be orders of magnitude more precise. You even omit basic, obvious details like the exact MAME variant and version you are using.
Back to helping you, the further explanations you give make significant progress: you seem to be able to set up MAMEUI properly, it "suddenly" stopped actually running games, and the reason is not something that can be fixed by simply reinstalling MAMEUI and the roms.
A system restore point, as Mortificator suggests, would be a good brute-force solution; without that, you just need to analyze what happened to your PC (tell us...) and how exactly MAMEUI fails (e.g. does it create the game window? Does it read rom files?).
Even without resorting to user-unfriendly debuggers, you can use utilities to audit system calls, file and registry accesses and other details of running processes; try Process Explorer and Process Monitor from Sysinternals.
