This JV Games? ... I'm not entirely sure what to think about all this. I mean, JV Games looks like a rather well-established game company (despite their games consisting of WD-40 spraying simulators) and they crank out a game like Bio Gax in 2003?

I doubt they have anything to do with BioGax. Hint: Look at the initials of the "reviewer". Clearly someone used shmups.com to promote his homebrew project and it somehow slipped past Malc's content control.
Indeed, Herr Schatten, you are correct. I emailed that JV Games and I got a "thanks for the comments, but that's not our game. " reply. I was guessing Bio Gax was maybe the result of one of the developers' kids or something along those lines-- y'know like the kid asks dad/mom/whatever to help develop a little game.
Alas, it was probably someone's first Game Maker project that was never finished.
