Btw, you need convert files SLES/SLUS and IOPRP***.IMG with DVDScanLite3.7.
You can find manual on some ps2 sites.
For test i convert XII Satg(also i added one dummy file from my muschi dvd.), and it work perfect and silence.

I converted a few games from CD to DVD. The only game that didn't work was Kamen Rider Kabuto.
1. Copy all of the contents of the CD to a folder.
2. Download DVDScan37.
3. Scan every directory including the root directory, as dvd. Click no for the file names it doesn't find. You're looking for the SLUS file and the IOP*.IMG file.
4. Once the files are patched, rebuild using the normal rebuild tools, CDDVDGen and either Apache or IML2ISO.
5. Burn to dvd, and enjoy.
Let me know if you need more info, preferably AIM, as I can go into greater detail.

dummy files have to be inserted as the first file in Cdvdgen, and make sure the lba reflects thats as all data is written from inside to outside the disc. Also if there are lba checks (NTSC Maximo for example) your screwed, but most shmups dont bother
