Can I make a US account and pay for the game with my paypal.
I havent seen any evidence of this working for anyone yet.
That's the million $ question. As far as I know, I'm the only person who has "tried" to get it from an European console, and you can see the info some posts above.
I'm considering puting some MSP in the US account, but I am pretty sure I will get the region-locking error message anyway. And I don't think using a credit card would change anything, if the problem is the game region and not an IP blocking.
The other GAF poster that purchased it successfully also used a credit card, so evidence is mounting it DOES make a difference, though we won't know what it would do in your case unless you try. I'd very much suggest trying the credit card before buying MSP, because at least in that case if it doesn't work then you aren't just screwed out of the cost of the MSP.
So I successfully bought this, in the EU on a JP console using MSpoints. No region problems. However, another game I wanted (EDF) still wouldn't download because of the whole game region does not match your console thing. I had previously already tried (and failed for the same reason) to buy this game using a ccard. (LOL, I wrote "buy this dame" before rereading) So I don't think payment method alters whether an IP check is enforced. The game has just not been locked for JP consoles, but still seems to be locked for EU consoles.

As auryn says, what makes a difference here is the console region, not the payment method nor your IP. All points to this game being locked to European consoles. Maybe they did so in order to release it in our marketplace, or even a physical release.
In any case, I am reluctant of using my Spanish credit card in a "dummy" US account (in the sense that it isn't my main one), while MSP can just be used on anything else in the markeplace such as arcade games.

It's possible to use a Paypal account via Xbox.com now.

If I buy it though xbox.com, I don't think the payment method will matter at all, since the only thing it can check is my computer's IP, and I can hide it behind a proxy very easily. However, if I buy (and actually pay for, non-refundable) it, I download it in my European console and it doesn't work due to region-lock (as every evidence so far points to), I'm pretty much stuck with a non-playable game unless I get a US or JP console (and transfer licenses to it).
What exactly do you need to do in order to get scores on the leaderboard? I've played several rounds in Score Attack on both IIX and Arrange Mode, but whenever I check the leaderboard, it shows no scores for me there.

did you play through the "Online Menu"? I think you have to in order for scores to post online...
I did manage to get an EX All Clear score/replay up for arrange mode on the board, but without being able to read the menus I'm not quite sure how I did it. Still improving on the score, but have a long way to go to catch up.
Oh, and Cave has a FB post up saying that Canada and Mexico XBL users should be able to download this on Tuesday.
so where are the videos of the true last boss? I didn't even know there was one.
supposedly you have to beat each boss by locking on... any other reqs?
The obligatory 1cc requirement also. You don't even have to pick all level 3 to get it, though I think you might miss out on the final attack if you don't go all 3.
If you want to see it, just watch a replay where the All Clear Ex is flashing. But it really is a disappointing fight

The top replays on the XBL high score board (for IIX mode at least) show the True Last boss.
Well, the reason for there not being any videos of it is that Deathsmiles II doesn't seem to be a very popular game.
Also, take Bloody Jitterbug, change some of the bullets to Deathsmiles II bullets, and make the final attack faster, and you have Pigeon Blood Jitterbug. This is pretty much why I said the fight's a disappointment. Not only do you get a cake before it making it impossible to lose unless you actually try to, they didn't even change the fight very much, and it's an easy TLB rather than a hard one. I've gotten to him 3 separate times, 2 defeated him and 1 I just let him win.

I for one, can't stand how the "Enemy!" approaching arrows are always in the weirdest places (I never see them, too busy shooting), but I'm glad they're there anyways, considering how I heard things used to be.
I've been playing Arrange Mode, because I'm a bullet-canceling addict, and I'm having a lot of fun. The sheer ridiculousness of this game is what keeps me entertained.
I mean, it's all so ridiculous that I like it. I can't get over some of those enemies, and the bosses, oh man. I'm a huge fan of the last area and its army of evil chess pieces, and while the Extra Stage is fun, I'm bad at it, especially when trying to beat the boss(es), so I've been skipping it in favor of not dying until I finally get to shoot down Satan Claws.
Deathsmiles is a bit oh-so-uncomfortable and over the top moe moe for me, but it can't seem to take itself seriously either, which why I don't mind it. Actually, when the first stage has a bunch of disembodied walking boots to kill, a reindeer boss, evil Dumbo clones in the extra stage, and lots of demonic marshmallow enemies in general. I can't help but like it.
Deathsmiles was definitely more polished, but IIX raises the bar on the silliness, and I love silliness.

Agreed on the whole moe thing. Most of the time it doesn't bother me too much, but a couple of the endings seem to be going just a little overboard with it. As in "Are you sure they didn't sneak this past the ESRB?" level overboard.
For those intereseted in how the game is doing in the mainstream press, the game isn't getting much attention, but it looks like the few reviewers who know about it at least have some clue at to what they're playing. Common complaints include the 3D graphics being bad, the game still being Japanese, which left one reviewer clueless as to how to score until he found an english-language howto video, and the general loli theme.
There are also some less-competent reviewers out there: Giant Bomb, consisting mostly of complaints about the price and the lolis. See the video comments as well.
