Don't know if it has already been mentioned:
Gradius (NES-Version)
Pretty easy. After your first 1cc Loop, you'll be able to 1CC it again and again. And there is nearly no rising difficulty from loop to loop.
Super Star Soldier (PCE)
Also very easy, I think. Got the 1CC the 2nd time I've made it to the last stage and 1-lifed it short time after. Well, it's a console shooter but it's fun so you should try it if you have a PC Engine.

Don't know... But what you describe fits perfectly to the game. It's horribly easy apart the last boss, who's easy as hell though if you know what to do. It's been a while since I played it, but I seem to remember her conjuring up screen-wide barriers, which seemed impossible to dodge and which just crushed me. It'd be nice to re-visit the game once again and beat it, I guess.

Well, for a general idea of how long it takes to get good (1cc is good in my opinion, after that, going for score, etc, is just going into the great and masterful stages ;P), it took me about 70 hours to 1cc Ikaruga. After that I moved on to Mars Matrix and ESPGALUDA. I'd made some progress in Mars Matrix, and haven't played much ESPGALUDA, but haven't played them as frequently as I should to actually get better. Been too busy reading and playing non-shooters =/ Though, I've started to do at least two attempts at a shooter on the system I'll be playing before actually playing the game. For example, I want to play Rayman 2? Do two tries of Mars Matrix. Want to play some Disgaea 2? Play 2 rounds of ESPGALUDA first. Ikaruga is my only GC shooter, and I've 1cc'ed that one =/ And also don't want to play more than 2 shooters at a time. 2 seems ok to me, but more than that could slow progress too much. Which means I need to 1cc Mars Matrix quickly so I can dive into Under Defeat =)

If they counted EXP in the score board, players would have that to work with and we'd still see Japanese players play it today.

The barrier she shoots covers the entire height of the screen but it doesn't reach very far. You have to know when she's about to shoot it, then you point-blank her to knock her back to the right edge of the screen.
