I'm going to take a wild guess that he ended up owing City Connection a big stack of money, and they figured the only way they were ever going to see it again was to give him a job (this is based solely on personally seeing this happen at least 3-4 times elsewhere)
There's some thread on this board where I say this exact thing and was pounded with "you obviously don't know how business works" comments. So perhaps we're in post-late-stage capitalism where outright fraud is considered 'business' by a good portion of the population. Personally, if I give someone money for a product, I expect that someone to actually have the product they're accepting money for.
