Mabye, but it has Alien Crush, Gunhed, 1941, many ports...

Skycurser, even though criticized by some, has a rain boss (the bat ghoul).
When you ruin some enemy, add to score points.

The other day I was thinking about rain in Diablo 2 - a game I don't miss playing, but suddenly missed that rain. This time, when reading the topic title, Last Resort sprung to mind immediately. Some real memorable rains in games.
The rear gate is closed down
The way out is cut off

Plus alpha second or third? stage (the flower one) bg is one of the most visually intense that I've came across for the 16bit era.

The speed of the parallax can also make a huge difference, kingdom grand Prix is a prime example of this.

Iirc one of the twinbee games has a stage with a rain or petal foreground layer that creates a lot of visual noise
