Really if you ask any business how they feel about a new business relationship you will get some generic "I am pleased, we look forward to doing more business" type comment. Siliconera, in typical low-tier "give me hits" game journo fashion, twisted these meaningless polite non-news comments into an attention-grabbing headline.
That's not proof that it sold poorly, it just means it wasn't received well. Of course it could mean sales, but is there anything that allows us to be sure of that? It sounds like he's talking about how people reacted to the game rather than how many copies were sold.

I guess that would be kind of cool, seeing a Gradius game developed by Cave. It's not completely impossible; I mean, Gradius V was developed by Treasure and just published by Konami, wasn't it?
Very unlikely though. Gradius is way too different in style than Cave's stuff.
