Many SNES, MD, etc. titles have been PAL optimised regarding speed. But the black borders remained. In the PS1/Saturn era, i have seen some games that have been ful PAL optimised. Speed and full screen. Like Sega Rally on Saturn.
So my question is... are this full optimised games better than their NTSC 60hz versions with less lines than the PAL?

Honestly that's not something I could ever tell just from watching the screen.
Take the Wipeout games, I've tried most PAL & NTSC versions and I cannot remember if either had visibly smoother framerate or looked more or less sharp/defined.
PAL versions do have black borders but rather narrow ones that don't get in the way not squash the picture.
Now I haven't played those in a long while so I may be wrong.

Regarding Sega saturn PAL titles optimised, i think Sega rally runs in full screen at the same speed as the ntsc version. The question is... the game have more lines, or is the same? I remember a review in an old french magazine called "Joypad", in the N64 era, and in that time they listed a few games that run better on PAL versions, against NTSC.

Bootleg Sampler demo disc - this was a straight US disc pulled over, so nothing was in full screen. The VF2 demo however specifically mentions that it's NTSC code, and that the final version will be full screen full speed.
