Well, the new patch made playing without V-sync quite a bit better. The've locked the framerate to a precise 60fps apparently, so even though there is tearing, it always tears in the same spot. So if you're lucky it might just tear on the very right or very left of the screen (in tate mode). Problem is that if your framerate drops for even a milisecond (to, say, 59.9 fps) then the "tear line" moves into the middle of the screen.
That's pretty unfortunate, and it makes me wonder if they allowed the game to speed up for a millisecond to 60.1, if it would put the tear line back onto a far side of the screen. I think Wipeout HD does something like this. I always notice tearing on the top few pixels on the screen, but it rarely tears anywhere else. It would make sense, as that's another game that really needs to minimize input lag.
EDIT: Yep, did a quick search out of curiosity, and that is what Wipeout HD does. (Last question on the page)

You should stay away from PC games altogether if that's going to be your expectation
PC's aren't Sega Saturns. Every one is a little different, so it takes a lot more work to create a unified, bug-free experience, and problems are bound to pop up when new people get their hands on the software. On top of that, this is Treasure's first game on PC.
