What's the best RF to RGBs/RGBHV box?

I know, terrible question, but it would be handy to be able to check out the image on a console quickly before you get around to modding it.

Can't you just use composite instead?

The Micomsoft DISPL TV takes RF input and outputs VGA. Be aware though it's meant for Japanese RF frequencies, so foreign compatibility is questionable.

If you find something to get composite from RF, you could use an Extron CD400 to decode RGB+sync.

What are you modding, Atari 2600's?
