There must be a problem with my JP RGB-21 to BNC adapter cable. If the SCART connector from my console is going into the BNC adapter, the console refuses to power on. It's not a problem with my RGB cables of course because they work fine on any other device such as XRGB.
Is the system-not-powering-on-with-adapter problem something I can diagnose with relative ease?

So is your cable SCART or JP21? Are you sure you're not plugging a SCART cable on something that expects JP21, or vice versa? If that's the case then your console might be short-circuiting, or some other nasty situation.
