I have a top loader NES, and of course it's got the "jail bars".
I plan on getting it RGB modded next year.
I have read that it takes an extra step in the process of RGB modding to fix this issue. Can anyone elaborate?
Also, what kind of modification would I have to do to the system for it to play the "extra sounds" that you get when playing Famicom carts through an adapter?

There's a custom PPU coming soon AND a RGB board that will bypass the PPU entirely. I would wait for either of those before deciding what to do.
Those projects should make RGB modding cheaper, give better image quality and no palette or jailbar issues.

Oh yeah, I'm totally waiting for that. I just didn't know it would take care of the jail bars also.
Of course, I'm going to wait it out for a few months, to make sure there's no issues like melting your circuits or anything.
