Is such a thing possible without scoring an official devkit from somewhere?
If so, where can I read more about it?

I know dreamcast is possible, since technically dreamcast and noami are extremlly similar, I don't see why not. But someone more knowledge should answer.

Of course it's possible. You'll have to probably write all the tools for getting it onto a NAOMI and running yourself, but one of the various Dreamcast homebrew SDKs should work if you can get your binaries running.
EDIT: Additionally, if you can't write or find the tools yourself, you probably shouldn't be doing this anyways.

No I can't find any tools or documentation. That's why I asked.

I would suggest getting it to run on the Dreamcast first.
There are lots of documentations, emulators for debugging and documentation.
After that, porting to Naomi should be a no-hassle operation.
