Can anyone provide a partial translation of the newspaper during the ending of Soukugurentai on Saturn? Is the gist just "the aliens were driven off", or what?
How can I enjoy the game when I don't know what the gripping plot is? ;D

The original Saturn release actually has English text for the most part (outside of the boss descriptions), so you get the names of the levels, the bosses (with great dumb names like GAMBITER, DESCENTER, G-OMEN, and ZODIAC), and the epilogue credits as well.
I can't remember the full gist of things, but it's like:
"Thanks to the pilot's efforts, the plans of the EIGHT-BLISS corporation were foiled and their attempt at corporate takeover was stopped.
News of the affair became public, and the unknowing people did not even realize that there was going on a 'war between corporations.' (their quotation, not mine!). The assets of EIGHT-BLISS were frozen and their companies shut down, bringing peace back to earth.
The pilot (in my case the Swordfish pilot) was able to retire from JIN-SEI corporation on amicable terms and compensated for her services. She now lives with her family in Sri Lanka."
The plot to Souky is awkward enough to be humorous - mainly again on account of the boss names and such gems like MISSION OBJECTIVE: COMMENCE SURPRISE ATTACK ON FORCES PLANNING SURPRISE ATTACK ON FRIENDLY FORCES.

That's not quite accurate. What's happening is that if you play the original Saturn release on a US/PAL console with the region lock removed, the game tries to match the system region and loads partially unfinished code from Terra Diver, the English arcade version of the game. This results in serious graphical glitching during the attract intro, boss intros, result screens and when playing Score Attack, because the disc doesn't have the full data for Terra Diver.The original Saturn release actually has English text for the most part (outside of the boss descriptions), so you get the names of the levels, the bosses (with great dumb names like GAMBITER, DESCENTER, G-OMEN, and ZODIAC), and the epilogue credits as well.
Thankfully, Raizing showed some courtesy to their overseas fans and fixed this bug for the rerelease, Soukyugurentai Otokuyo. You don't get to play in English, but there are no glitches.
My guess is that EA was planning for the Saturn port to be released in the West, so Raizing did some localization work, and then assumed there would be no harm in leaving it on a normally inaccessible part of the disc after the plan fell through.
Regarding the topic title, if you're curious enough, then you can hunt down the full ending translations by finishing the game with each ship in Terra Diver on MAME or ST-V cart.

While the garbled boss text is disappointing, it's actually quite fun to read the nonsense-text as a breather between levels - though being unable to play the practice mode is a real loss though, since practicing the later stages would make a 1CC a whole lot more doable!
Working Designs was planning on releasing Souky in the west, but by that time the Saturn just wasn't cutting the mustard. It's a real shame.

WD was responsible for the final US Saturn release (Nov. 1998), Magic Knight Rayearth, though.
I'm sure there were other factors involved, because they could have brought over the PS1 version. Still, it's probably better that the game was spared from Vic Ireland's infamous policy of "improving" game mechanics, which resulted in Thunder Force V's scoring system being butchered and Silhouette Mirage transformed into an unplayable mess.
About the practice/score attack mode: it's actually rather useless, because jumping to later stages means you won't carry over the rank from earlier ones that you'd encounter in a proper run.

Having recently purchased and beaten Silhouette Mirage on the PS1 (several times at that) I'd have to strongly disagree with you on that count - it's just more resource management than the original and still a blast to play. And I don't know how much TFV's scoring system was changed, but the speed-killing system was pretty meh to begin with.
As far as Magic Knight Rayearth, it was a game in-progress for so long I guess they felt like they had to release it. By the time work on Souky would have started, I guess Saturn was too much a lame duck to make the risk. I remember hearing that they avoided the PS1 port because its slowdown just made it inferior to the Saturn original.
Good to know that I'm not missing out too much without practice - though with Souky and my other early Saturn shmups, I've credit-fed them all so much I just sorta know what's going to happen. That was before I developed the bad habit of going one credit all the time. I need to break myself out of that.

The plot in a nutshell: evil corporation colonizes Mars in secret, starts trolling UN (or japan/US missions or whatever) missions to Mars for monopoly. UN or whoever join forces with good corporation to fist (traverse tecnique) evil corporation, and reclaim Mars. Pilot retires after the successful fisting brings justice to Earth.
