Ok, so when I was growing up I had a Chinese friend who had some SHMUP I haven't encountered since playing it at his house. Here's what I remember:
1) It is a vertical SHMUP.
2) The game is probably Chinese, to be exact Taiwanese. It may not be though, there's no guarantee that it wasn't just a Chinese port of a Japanese game.
3) The ship shot bullets at a fairly fast rate, there were both ground and air targets. I think you could power up your ship by collecting capsules, but I don't remember 100%.
4) The game was played on a 386 in VGA graphics.
5) The game over screen involved a man (maybe a robot?) saying something to you in Chinese.
6) I'm pretty sure it was not a bullet hell.
7) I think the first stage was a blue ocean going into a brown continent. I don't think I ever got beyond the first stage.

Raptor. Call of the Shadows fits with points 1, 3, 4, 6, 7. And it does have people talking to you, but not after game over, iirc.

It's probably not raptor, as I'm pretty sure it was 1 hit and your dead.
Also, I think the 1st player is a green airplane.
