What do you mean "was programmed?"? As I understand it it just happens when there are loads of bullets and loads of enemies which continuously cause explosions turning bullet streams into bling. So it just happens because of how the game mechanics are programmed.

But I doubt that there is special code for the "infinite vacuum", unless I am missing what you mean by it.

I would say "Emergent Advanced Mechanics"

Diamonds cause infinite chain reactions as long as there are more bullets to cancel nearby. If you cause a diamond chain in a stream of bullets, like before the stage 1 boss, you can keep vacuuming gems for a long while. I don't see how that's a bug, it's just a result of the gem mechanics.

Completely advanced mechanic. I've never seen it mentioned, but it's also much easier to pull off the technique in the first loop versus the second loop even with way more bullets (both regular and suicide) to stream. So I'm pretty sure it's intentional.

Not a bug caused by an obvious coding error, it's simply a result of diamonds having massive cancel radius and having those enemies that shoot fast enough that there's always another bullet spawned somewhere to cancel.

Now, whether or not it was intentional that you could (with some unbelievably finicky positioning and luck) get such a massive counter boost at the end of stage 1 is debatable, they may not have caught that particular 'trick' so it could be an unintentional thing and they only intended gem cancels to be in smaller spurts, but without talking to a dev directly there's no way to know for sure. To 'fix' it they'd have to change the enemy spawns or mess with the game scoring mechanics.

Edit: definitely intentional, the game rank jumps up and those planes shoot more bullets as you have a higher counter, get there with 7000 on the counter and cancel off the tanks and you'll almost certainly get it.
