So I was looking thru Amazon.com for the "Simple 1500" series (it may be budget but there are some interesting things there) and... one of the releases is a compilation of Raystorm and RayCrisis.
I'm curious: since Simple 1500 is a budget line, does that imply these editions are cut down in some way, or are they just like the stand-alone individual releases?

Nope, nothing missing from the original Japanese releases. Once you're past the D3 logo and frontend menu both games are identical to the stand-alone discs.
An example of a budget re-release lacking content is Hamster's Raiden DX reprint, which is missing the Senkyuu / Battle Balls demo from the original print.
