IMHO Even the smallest narrative element takes place in a game experience no matter how engaging the mechanical element of play is. But I don't really believe that would be the whole story. I don't think you can be that reductive - even with the slightest attention to aesthetic response you must be emotionally receptive to some degree even during gameplay.
Say something really explicitly ridiculous was released (little-boy-girl-rape-shooter or whatever) that mechanically played just like dodonpachi, or better even, would you playing it as readily as dodonpachi or would the context of the game experience effect your ability to play that game, especially in the repetitive manner most of us tend to play shmups?
Why should there not be an element of this in something that you may not find outright objectionable, but perhaps just de-tasteful/ off putting/cynical?

I play games for all kinds of reasons, sometimes the same games for different reasons. I would even recognise that I find certain mechanical compulsions pleasing. But I'd hate to think that jerking my hand and tapping buttons to be a better competitor (?) was my sole experience that I took away from most games and my sole compulsion for playing them.

It depends on the intent of the game, I'd say. If I'm playing an RPG, I want a good setting and characters along with effective writing. But I've played and enjoyed shmups regardless of how shitty they may look or sound. This is because shmups are inherently a gameplay-centric genre.

Imo it's a good thing that CAVE are moving away from pure arcade and putting a Mars Matrix shop in. I'll lol if CAVE keep their addiction to unlimited credits.
Personally I'd rather them do what Jamestown did and split individual stages apart with 2-3 credit limit to each stage. While keeping a 5 stage arcade perfect gauntlet mode for normal players.
It was really interesting reading posts on the Steam forums of ppl who never thought they could enjoy a shmup or have the talent to play one, unlocking and beating the individual stages and feeling a sense of achievement when they beat the final boss, with some moving onto scoreplay and gauntlet mode.
What's even more interesting is that it isn't much removed from how many of us guys play, we practice individual stages and string it together in a run. All Jamestown did was change a few names and make practice mode the main game so that noobs felt like they wont wasting their lives working at the game.
If only Asada had played Jamestown before making the 360 port sigh.

Games are fully capable of provoking every kind of reaction and emotion that any other medium, all of which are called art, can do. In fact, I'd say that games are even more adapt at providing certain kinds of emotional experiences then other mediums. Games have soul. They are art.

Games are art, they're just consistently bad at measuring up to established art forms. This is why "games are art!" is technically true but still sounds absolutely ridiculous.

Although honestly, I consider arcade style games to be just as good at provoking emotion and immersion as any song or painting. But whatever.

I can go along with this, but I'm not trying to give games more importance then they have. All I'm saying is, games can provoke emotion. There's more to them then just pushing buttons and being better then everyone else.
