You need the second electronics equiped on your ride to be able to surpass the max 180 km/hour limit on your ride.
Where can I find an English or Japanese translatable faq?

Shutokou Battle 97 is supposedly just a port for Tokyo Highway Battle/Shutokou Battle Drift King so maybe you can find a FAQ for that game.
