Unusual 19XX board - more unexplainable Capcom strangeness.

Take a look at the following pictures, you'll note a couple of things:

1) Cart label is fuzzy and looks like a copy.
2) All the EPROMs inside and hand written labels.

Bootleg/conversion right? That's what I assumed, but the battery is still alive, and the code ROMs are still running standard encrypted 19xx code. I have no idea what the hell is going on here. Possibly 'Capcom using up old parts' or something, or maybe someone replaced all the chips for fun, or the belief that they were broken. Doesn't explain the label though. Maybe a proto? As far as I'm aware there's no way of reprogramming the security key either.

didn't capcom convert some of their own games? could that be a possibility?

You have no idea of all the stuff I've seen around here (Mexico). And it is all official.

For instance, one of my MvC boards is in a green case, Euro version, Hispanic connectors, Mask Roms for Graphics, Eproms for Audio and all hand written... in official capcom labels. Of course, with battery and tuning.

One extra thing though, My rental 19xx yellow board has all printed and official labels, but they are all eproms in the two board configuration. It weights a ton. I believe there are no mask roms for 19xx, never seen one with masks around here and I've fixed quite a few.

They converted CPS2 like crazy. I've had a board before that had 5-6 case stickers piled on top of each other and the game was official with rom stickers and working battery. They used to send out coupon ads to operators where you got a special deal on your next game kit if you returned a used cart.
