Allegedly. What was it, about ~$90,000 total from 3 people? I'm not so sure he knew what he was doing (the carts being fake), but as far as I know no refunds were given and his disappearance from the internet doesn't makes things look good on his side. I tried to contact him after I saw the news, but he's literally disappeared. I'm reserving judgement until we hear his side of the story, or at least a bit more from the people who "lost" their money.
I've dealt with Tonk for about 12 years, and while he can a bit pushy and assertive, I've never considered him a scammer.

Oh, shit. I remember when the cart sold, but not all the stuff that happened afterwards. I need to browse around here more often.
I'm from Elyria, which is west of Cleveland. I've got some faulty Sega consoles (that I can repair!), a Genesis flash cart, and a 19XX board hooked up to a supergun. I have a Smash TV board too, but that's an entirely different set of projects that need to be handled.
I also have more than enough non-shmup stuff. Beat 'em ups, platformers, and some other good multiplayer stuff. I'm sure we can bust out some stuff sometime.

Why is it called the Vic Viper/Warp Rattler? Because the Options trail behind it in a serpent-like fashion, and the iconic front fins are designed to invoke the image of a snake's fangs.

If any of you NE Ohio guys are interested, a few of us from the Neo forums meet up in the North end of Columbus once in a while (usually at my place and/or Terry330's.) Most of us that meet here are into shooters as much as Neo, anyhow, and it'd make sense to have kind of an all-in-one Neo/shmup/general arcade and gaming meet here.
