depends what you like, for my money, restricted to playstation games, i'd get mushihimesama, and the dragon blaze psikyo pack, or the gradius deluxe pack on ps1.
mushi is, of course, a personal choice. 3 distinct modes (psikyo mode, cave mode, and fuckin' fun mode) that each have unique features, with an arrange mode which is easier to score in and just plain easier.
and gradius deluxe. its got gradius, and moreover its got gofer. two unbelievably unbelievable games for the price of... one and a half...
its cheaper on saturn, and i've heard that the playstation version is sort of stupid (perhaps others will elaborate, as i have it on saturn).
and the psikyo pack. its got sol divide, but i'm going to pretend its not there. buy it for dragon blaze. this is the only place its available besides arcade. its psikyo, deeper than hell, and harder than balls. go fall in love.

Another shmup offering excellent value for money and being enormously fun:
Star Soldier (Remake). I recently got back into it on the Gamecube and am again pleasantly surprised with this titles quality. That and it's only about $25 new. I am not entirely sure of it not getting a US release though.
altho i dont own them and therefore cant vouch for the quality herein the Taito collections both have some shooters in and if they are arcade perfect should be great buys, im gonna get em when i got some spare cash
