ALL platforms? that's going to be a pain in the ass, we better start with 32-bit consoles onward.

Choose your favorite search engine, type in a platform, and add "shmup list". There are quite a few.

There've been hundreds of shooting games, possibly more than a thousand. And as much as I like shooters, I can't deny that a fair number of them suck, while a larger chunk are mediocre. I don't think blindly picking from all-inclusive lists is likely to net the best games.

We've had great countdown threads for the NES and Game Boy. Distinct styles of shooters have developed since Xevious, though, so it's probably more meaningful to break the genre down by style than by console. There's much more in common between Raiden IV and Kyukyoku Tiger (both Toa/Raiden-style verts) than between Raiden IV and Trouble Witches (both released on 360).

It's a pretty good one, though even at 2255 there's a few gaps. It's a huge task to take up - even now that new games aren't being released, there's things like PSN re-releases that are difficult to keep up with. Is Triggerzone maintained by a specific group of people, or can users submit?

At some point I like to think that Restart Syndrome will be built up enough to be a pretty good list, but it's missing a lot of titles and can't be filtered by system (yet!). And I've tended to ignore obscure ports like those for the FM Towns or Amiga.

Wikipedia has a decent list that can lead you to some extra info in the articles themselves, but generally not likely to have entries for obscure games.
