Remembering NES shooting game

I'm trying to remember a shooting game for the NES.

-Featured 2player coop
-Piloted helicopters
-Vertical (or verizontal)
-1 hit and you were destroyed
-First level was ocean and battleship armada (I think?)
-Power up planes were blue (maybe?)
-At the end of each stage was a high speed phase, then your helis would attach to a bigger ship for refueling
-On ground stages you could rescue hostages (that aren't even worth points if I remember)
-Some kind of map and status screen between each stage detailing your performance (enemies killed, hostages rescued, etc)
-Powerup drops were a square sprite that cycled between powers as you shot at it
-You had a bomb, I can't remember the available weapons other than a piercing missile which wrecked everything in a hit.

The graphics were terrible if I remember, mostly just nasty shades of green for the terrian. I'm sure my modern self would call it a lousy shooting game, but back when I was 6 (1995) I would always play this game with my uncle whenever he got back from work, we sucked terribly and we never beat the game, but those memories are precious and I'd like to remember what game it was. I was very sad when my grandmother sold off the entire NES collection :(.

That's sounds like...Twin Eagle: Revenge Joe's Brother (the sea level, high-speed section, and refueling)?

Yeah, it must be. TE2's arcade version has some helicopter gardening to start, but the NES version's stages are different - and the first (or one of the very first) is a sea stage.

Interesting game. Very detailed recollections, too - I played the game only a few years ago and I wouldn't have remembered to mention the hostages, cycling powerup, or the intermission screen details.

Childhood memories. Apparently the older you get, the more vivid those are (ask the old folks).
The rear gate is closed down
The way out is cut off

That's exactly what it was, thanks so much!

I had no idea it was an arcade game as well.
