The prices on those seem too good to be true at first blush, but speaking with my EE hat on I can't say it's impossible to get it done at that price point. Even if there's no cheap ASSP for this (I don't know either way and wouldn't be surprised either way), some of the newer FPGAs are damn impressive from a price/performance standpoint. Don't be surprised if it can't handle much deviation from 60Hz refresh rate and the only scaling is zero-order hold, though.

They work at 60hz. That's all you can say about them really, not the greatest picture quality.

second one is terrible (tested it). Third one was ok with the older 720p version, but is terribly flawed in the 1080p revision. Frist one, never seen, but I doubt that it's any better.

I have this one, 1080p version and as Fudoh says, it's not very good. I was unable to do any proper testing for input lag, as it was a most temporary test setup and the controller cords didn't reach very well but, biggest problem is that directly connected to the TV, you have no control of the aspect ratio in the signal being outputted. If your TV doesn't support viewing HDMI content in 4:3 (mine doesn't), you're out of luck...if you're going to use it with 4:3 stuff, that is.

Edit: Might I suggest an RGB to component converter instead? Like, this perhaps...?

I have gbs cga to vga all is fine
but i still need HDMI:/

There are very affordable VGA to HDMI converters out there (without any scaling), which do a very nice work (especially for the price of about $45-55).
