I came across these pictures a while back and I'm not sure where these are used in the game. There's a bunch more of the ship and the area icons as well as the logo, but what's more interesting is that there are some pilots that don't seem to show up at all in the game intro or anywhere else. I think they're loading screens?

Looks like unused content left on the disc. I guess they were originally planning to have characters in the game. I'm glad they didn't use them, because the art is very amateurish.
Sanvein's actually an "orphaned" arcade game; it was planned for arcade release but ended up on the Playstation only. You can see a joystick in the tutorial. So I'm not surprised that there's unused stuff like this.

That explains a lot about its design.
Man, I love Sanvein so much. Sure, inertia and whatnot, but it's so fast paced and exciting, and the time-rush thing seems like such a good concept.
Also, yeah. That character art is rather poor. Only the first one of those pics [with the blue-haired girl] looks passable, and even then just barely. Red-haired guy looks like something from some random person's DeviantArt.

I have this game too and if my memory is correct, these are indeed loading images. I remember catching the blue girl image a few times during the game's start up loading screen, but only for like a split second.

Maybe you need a damaged disc or laggy emulator to actually get to see them. Wouldn't surprise me if the game just loads too fast for those screens, it seems light on assets.
The game randomly picks one on boot. I got the blue haired girl one to show up a couple of times. Most of the time it's just what seems to be the ship with Gluon body and parts...is the game trying to say what the ideal combination is?
