Looks like it could be NES from the palette. Section Z, the previous game in the Sidearms series maybe?

That's Natsume's Abadox, for the NES/FC. I love their 8+16-bit stuff... such quality and character.

Oh cool, I'll have to check that out. Natsume's stuff from that era is really good.
