A better way to have phrased it would probably be "We don't intend to set a precedent" or something like that, though as you say they kind of have by default.
I heard there was some moderator on the Atlus USA forums a while ago who launched into a tirade about how niche Japanese games were dragging them down and destroying the company, and they needed to focus completely on stuff like The Cursed Crusade and Game of Thrones (lol) to move forward and stay relevant.
I really hope that's just an internet rumor.
Sounds like BS to me, I've been at the Atlus MB for years.

Mods tend to post tongue-in-cheekly there, so bear that in mind too.

The region that gets fucked most by this is Europe, by the way.
The correct reaction would be not to buy the game out of principle, to show your appreciation towards Atlus for ending more than six years of region-free gaming out of greed.
Online protests/petitions are useless. Voting with your wallet is the only way.
Don't buy the game and send an email to Atlus, telling them why you won't buy it.

Either that or stop whining, bend over and take it like the consumer-whore you are.

Region locking is anti-consumer bullshit that needs to be outlawed; by buying this game you support it.

Of course I won't be buying this if they really go through with it, and I will actively spread the word to try and persuade others not to buy it either.

I'd like to add, this concerns every PS3 owner, because it might open the floodgates of hell. "I don't care because I'm in America" is the wrong line of thinking. Atlus needs to receive a swift and strong backlash.
Otherwise other greedy publishers will randomly start locking their games as well and you'll lnever be able to pre-order any PS3 imports again. It sets a very bad precedent, and considering that PS3 was released six years ago it's beyond idiotic to suddenly start doing it now. This also doesn't bode well for PS4, or future PS Vita games. It's really unfortunate that Sony didn't just remove region locking altogether.

Atlus should be ashamed; especially considering the profits they made by localizing Demon's Souls after all the positive word of mouth by people who imported it.

The problem is that there's no good way for "region locking of Persona 4" to show up on Atlus's bottom line. At best they'll have projected sales vs. actual sales, which won't point them in any direction unless there's a massive shortfall (i.e. bigger than can be explained by an overoptimistic sales projection) coupled with massive public outcry. This sort of thing has always been a major shortcoming of voting with your wallet: it's entirely possible -- even likely -- that your vote never gets counted. Even if some people send emails, Atlus has no idea what percentage that is of people who refused to buy because of the region locking.

Besides, the entire console model has been anti-consumer bullshit from the start. The console vendors have always sought to be in charge of what you are and aren't allowed to play on "their system". With the first consoles, Atari et. al. tried to control publishing solely by keeping the programming and cartridge design information secret. When that failed, digital signatures of various sorts came about pretty quickly (Nintendo 1985, Atari 1986, Sega 1988). Now we're reduced to arguing over what particular functionality those signatures should be used to control, rather than whether that kind of control is justified at all. It's understandable that gamers don't really want to confront this, since the only legal alternative it leaves open basically amounts to "don't play video games".

Don't be too shocked if PS4 and Xbox 720 won't even play a game from disc without the console being registered to a region-locked PSN/XBL account. That's basically the direction the industry is going. Or perhaps, like we're seeing here, they'll start out a little looser and clamp it down later on when the publishers start getting restless. If they're feeling really generous, they won't use BCA serial numbers to tie the disc to your console/account (the big PC publishers would probably have done this already if DVD drives were guaranteed to read them). Even if they had removed it altogether, they could have just added it again in a firmware update. If they really wanted to, they could even apply it retroactively since the region is encoded in each game's product number (BLJS, BLAS, BLUS, BLES, etc.).

And as expected, Atlus just announced that the game will be delayed in Europe; they don't even have a release date yet. Potentially next year? How nice to release a competitive fighting game that much later in one region.

Ahahahaha. Screw you, Atlus.

If you are European an interested in the story of the game, I recommend to just watch a playthrough and then forget about the game. I'd say that is the correct reaction to being treated like crap.
Apparently Atlus has recognized this potential threat to their sales, too :D

The triple success of Persona 3, 4 and Catherine has truly made Atlus (or should I say, Index Corporation) arrogant.

Remember when Sony thought they were untouchable after the Playstation 2? Yeah, the same thing could happen.

Really sucks for European gamers who were looking forward to the game. Atlus are the scum of the industry. Personally, I don`t much care about the kind of games they make these days(they haven`t produced a single RPG for either PS3 or 360, and that`s in more than six years that these consoles have been on the market), but if there`s gonna be something on the horizon that might interest me, I`ll make sure to buy it used so that the scumbags at Atlus don`t get any of my money.

Atlus are the scum of the industry.
This is ridiculous. Aside from their loathsome business practices and general arrogance as of late, the quality of Atlus' releases and localizations has remained consistently high. And even when considering them as a business, they're nowhere near as bad as ActiBlizzard, EA, or Ubisoft. Compared to Diablo 3, this region locking fiasco is nothing.

Even when talking about the scum of the Japanese industry...that would be Bamco, Square-Enix, and Idea Factory, not Atlus.

Console JRPGs are dead, almost all of them have moved to handhelds. That's a wider problem that has nothing to do with Atlus.

I don't know, creating the first region-locked game six years years after the release of PS3 is pretty low- definitely one of the low points of this console generation. It pissed me off nearly as much as Sony removing PS2 BC after the first PS3 model. And I still haven't forgiven Sony for taking away Other OS...
It's quite hilarious that this idiotic anti-gamer move motivated by pure greed and disregard of their fans likely didn't benefit Atlus at all. It only hurt their reputation.

- Always-online DRM in single-player Ubisoft PC games?

- EA's Origin is malware?

- ActiBlizzard hires thugs and stages a fire drill to attempt to hack into employees' computers and plant incriminating evidence, then dissolves Infinity Ward?

- Everything about Dragon Age 2?

- Mass Effect 3 ending?

- Megaman Legends 3 canceled?

I think not. At least the game is actually coming out in Europe at some point.

I'm still butthurt that square changed their FF series after 6, to a more anime cliche theme.

Besides... Persona 4 Arena isn't that great of a fighter. IMO
Espgaluda III needs to happen.

Yeah, sort of amazed to see this whole thread turning into Atlus bashing. Christ, they're about the only developer out there that are still making interesting games that are actually successful. Guys all getting your panties twisted over a 1 fucking region lock on a game you'll probably never play, but still write lousy reviews about.

Regarding Atlus not making RPGs of late...I think someone else responded to this, but all their work following the ps2 was on handhelds. If you aren't playing handheld rpgs, you honestly don't even know what Atlus has been doing since circa 2008. And if you look at what Atlus does, you'll instantly understand why--most of their games still involve slightly animated stills and simple graphics. Titles like SMT4 or Etrian Odyssey would be lambasted there or need to be sold as downloadable titles for $20.

That's my concern. Who next? Atlus may well not do it again, but I'm sure other companies have taken note of this. Globally, Atlus deserved the gripes they got for it. Hopefully it's an isolated incident.

Shame Sony didn't remove region locking from the PS1 & PS2 compatibility, BTW. Why would it be necessary after these two systems are past their prime? Whenever the PS3 gets to its end-of-life, there should be a sunset firmware update to kill region locks 100%.

OK, Sony could apply the region lock retroactively on PS3- but that'd be a dick move of the worst kind, and one of an extremely alienating sort. Among the howls of protest, there'd be rampant "OMG Fuck Sony! I'm going to CFW/Jailbreak my PS3" sentiments.
