Yea I guess they could, but I don't know what other hardware they would use. I also find the Type X launchers to be pretty crappy.

Type X would mean fewer arcade sales and ports. Especially ports. It would essentially already be ported to PC. They could do an update on their 3rd gen that updates it to parts that are still easy to get. They just don't want to for whatever reason.

ok, maybe a bit harsh, but it was more 'CHEAP' than 'GOOD' in terms of HW / Specs and I suspect it wasn't really that cheap to produce compared to PC hardware either because you're starting to talk about old components which are no longer mass produced in the quantities PC hardware is.
Cave needed to move on from 3rd Gen, they really couldn't push it any harder and the entire home, arcade and even smartphone industries are worlds apart from it in terms of basic specification. Creating games to run on the 3rd Gen board would mean crippling what they could do on other platforms, or developing more or less another project entirely side-by-side which is hugely expensive. (Same reason a fair few manufacturers haven't bothered with Wii ports of recent games, or have farmed them out to other studios, and the Wii is still a lot more modern than 3rd Gen.)
Developing for a PC platform makes your ports more-or-less free, allowing for more time and money to be invested into the developing of the game, and less into maintaining compatibility with aging hardware. It means they could easily for example put the games on Steam as soon as arcade interest drops off at almost no extra cost of porting, and with no unnecessarily steep requirements from having to emulate it either.
The digital download stuff kinda sucks if you want to actually own the arcade boards (it basically becomes impossible, there is no concept of ownership with digital distribution) but that's the way everything is heading already unfortunately, you'd have to have been blind not to notice it. Unless you got your PCBs brand new from Cave then you're not their customers anyway, the industry is hell-bent on equating 2nd hand sales to be just as bad as piracy because the original manufacturer doesn't get a 2nd cut, and digital distribution is their answer to it. As far as they're concerned if you bought the PCB as used you may as well have pirated it. Crappy attitude but you're seeing it everywhere lately.
It all makes perfect sense if you think about it.

Also, I'm pretty sure that publishers get a cut of every credit put into the machine under the NESiCA system. Unless that was just Tekken Tag 2.

It's not that simple when you're talking about a company known for having the most expensive back catalog of arcade games of any company. There is a value in that reputation that wouldn't be there from digital downloads. I don't want to keep regurgitating that limitations can be a key to good art or the fact that you can call the hardware a turd yet its library of games is the best lineup ever on an arcade system but there you go. Any real non-pc arcade hardware would make me just as happy though, and clearly they need something that forces them to use high quality sound because if they can cut a corner on cost they have proven that they will. Truth be told, I don't think we'll see any new shmups from Cave on NESiCA. It will just be a dumping ground for ports of 360 games. Although it would contradict Cave's word that they're finished with the game, Deathsmiles IIX would have to be their next release, if there's only 5 vertical NESiCA cabs in the wild right now.
It remains to be seen what that unnamed collaboration is all about, but I have a morbid feeling it will be another MMORPG. SMT: Imagine was already Cave's collaboration with Atlus.

Taito Station in Akihabara earlier today. There was also a sign telling of a network test until 4th of July or something like that, so I guess this is not a permanent fixture.
Tried it for a credit, felt mostly identical to the X360 version. The thing had Sanwa parts so everything was extra sloppy.

So I guess this is just a straight port of AKS from the 360? No rebalancing or changes to stage design like with Raiden IV NESiCA?
