No, they can't. You need a Scart to component converter and probably need to combine syncs before the transcoder.

The ones listed on eBay do NOT work with 15khz signals.

I'm recommending a Scart to YUV converter because those are built for 15khz RGBs signals.

You're using VGA in terms of a connector type. 15khz RGBHV as you get from your system is no standard and it's definitely not VGA.

No, sorry, you need to combine the sync lines (H+V into composite sync) You can built something on your own, or use something like the Arcade Forge UMSA.

No one would know unless they had tried it, but I believe it will work.

just keep in mind that it will require a SCART to component converter in addition.

I have that cable, buyed from that same seller. It's home made and i buyed because i don't have the skills to do one myself. The cable its not very good. The seller claims its for jamma systems, i don't have tryed it on arcade monitor, but on my Phillips cm8833 it won't sync, and on CRT tvs work but with a strange flicker. Not a good cable for my quality standard. Fortunatelly after that, ArcadeForge started selling the UMSA and it's what im using right now. But i have other vga to scart cable home made, buyed to a seller from the soft15hz forum, he lives in germany and sells arcade vga's too. Its a much better cable than that from ebay, gives the same rock solid image of the UMSA. You can check is store here: http://arcadevideo.blogspot.pt/ he aceppts paypal. Cbr%20/%3E Anyway, all of the 4 should work for you, with the scart rgb to component adaptor. But i think if you are using soft15 you need to start it after windows boot, and meanwhile the videocard is sending 31khz to your crt tv, i think its not very good for it. Scart to scart full wired will be easy and cheap to find. Just give a look at you local electro store

depends on the location. no one knows SCART in the US.

Argh, that's bad. But i think someone here in Europe can grab you a scart to scart rgb cable and send overseas

Or build your own HD-15 to SCART cable w/ a sync combiner circuit.

Here is an ultra crude (but fully functional) sync combiner circuit that can be used in many places (including the above circuit) where composite sync is required. The only requirement is that both the horizontal and vertical sync signals must be negative.
