I'm pretty sure that the type you're looking for starts as a liquid, which is then used to coat the wiring in an extruder. This would be done at very high speeds by automated machinery.

It's a vastly different process than heatshrink tubing, which is purchased pre-formed into a tube and slid over a small section of exposed wired then heated, which causes it to shrink and fit tightly.

Just a guess: I think he's talking about the black heat shrink which covers the Jamma connectors at the bottom of the picture.
