In all seriousness, I am worried for the rocket scientists, as people, because of knowledge about how the Soviet Union tended to treat scientists in what they might call vital defense industries.
But it is good they didn't achieve much. Unfortunately this may mean that the pressure is on to tie Kim Jong-Un to legitimacy and the military via another brutal attack, like the killings that presaged his father's ascension to power, or the shelling of that island a while back.

The existing global socio-economic order starves millions of people to death yearly and drives hundreds of millions more into grinding poverty, but you probably don`t accuse the people in charge of the system of being evil(but maybe you do, in which case I apologize). I'm sure the families of the scientists are already being kept under close watch. Unfortunately for NK, they don't have the ability to recover the crashed (but still launched!) rocket to figure out what went wrong, which is one of the obvious pitfalls of being a hermit kingdom without any leeway to do much with international help.

You have the exploitation of peripheral capitalist countries through economic means to make up for that(hence the existence of the term 'imperialism'). That nets enough profits to keep the living standards somewhat decent and helps to maintain the "human face" facade(the humanist superstructure was already brought up in this thread). Most of the misery is successfully exported to elsewhere. Nuclear disarmament doesn't make much sense to me. You can't put this genie back in the bottle. Sure you get a little lip service and brownie points for reducing your nuclear stock, but it doesn't amount to much in reality. The argument for disarmament goes something like this:
Russia got scared about American nukes, so they proliferated nuclear weapons.
China got scared about Russia.
India got scared about China.
Pakistan got scared about India.
Iran and the DPRK are doing their own things right now. News commentators have had a lot of fun recently saying that the lesson of Libya was that no dictatorship should give up its nuclear weapons programs, but in truth we probably could have bombed them anyway. Nuclear weapons could have been something to spur us into acting more quickly.
Disarmament (more correctly arms reduction, just like in the name of the treaty) is more about preventing chains of nuclear envy so that relatively well-funded governments seen as legitimate (i.e., with access to banks) do not feel as strongly that they need to build lots of weapons to balance their regional rivals.
Right now the problem isn't Iran, and it isn't the DPRK. It's Pakistan, which appears unstable and offers terrorists unique potential to steal weapons. Given the above, it also shouldn't be any surprise to learn that Pakistan is the most active proliferator of nuclear weapons.
